This Charter will provide a home rule government which will recognize and protect individual freedom, encourage interest and participation by the citizens, and serve in behalf of the general welfare. Full City Charter  Rockwall University is a 12 course program (8 core courses and 4 electives) that is designed to let city employees learn more about the different departments within the city.
