History of Rockwall
In the days before Rockwall’s founding in 1854, the
records show that a number of pioneer families had settled
the Blackland territory drained by both the Trinity and
the Bluff Fork of the Sabine. Some came by oxen drawn wagons
while others came by emigrant trains from the East. In all
240 settlers came to build a life in the area that was to
become Rockwall.

Advisory Board News
The Historic Preservation Advisory Board (HPAB) is the decision maker on Certificate of Appropriateness (CofA) Applications, and serves as a recommending body to the Planning and Zoning Commission and City Council for applications to designate properties as historical landmarks or inclusion into the Old Town Rockwall Historic District. The HPAB typically meets on the third Thursday of each month at 6:00 p.m. at City Hall.

These documents include a Certificate of Appropriateness Application, an Application for Historic Designation (e.g. Landmarking), and a list of application submittal and meeting dates.
The Overlay Ordinance from the City’s Unified Development Code lists the regulations and approval processes for properties located within or applying to be in a historic district.
The Guidelines provide the general standards for acceptable physical characteristics of each building or structure and site, and any modifications there to within the “Old Town Rockwall” Historic District.

The Historic District Map illustrates the location of the existing “Old Town Rockwall” Historic District. The Historic District – Contributing Properties lists each property in the “Old Town Rockwall” Historic District and its corresponding level of contribution (High, Medium, Low or Non) to the district.
