Allied Waste has added garbage trucks to the Monday and Thursday pickup routes and has had to resequence some of these garbage routes to include the additional trucks.  This may cause your garbage pick up to be earlier or later in the day than you are accustomed to.  Please continue to place your garbage out by 7am on Monday and Thursday.

New Service
As a new water customer you are required to pay a deposit of $50.00 for domestic residential water service and $75.00 for commercial and all irrigation meters. You will need to come in and complete your application and pay the deposit to have your service started. Letters of credit or payment history are not accepted in lieu of a deposit. You may download and print a copy of the application to bring with you.

Polycarts Available
Residents are reminded that the City offers an optional automated garbage collection program using a 90-gallon polycart container provided to customers. The cart rental is an additional $3.50 a month for trash pick-up. For Information, please call

Utility payments can be made in person, drop box, drive up tube, bank draft and mail. We are located on the first floor of City Hall at 385 S. Goliad Street, the drop box and drive up tube are at the north end of the City Hall parking lot.

There is a $25.00 fee for checks returned by your bank. Checks, which are written to pay a two month water bill, but are returned, result in automatic termination of your water service and additional service fees must be paid by cash, money order or cashier's check.ns

Water meters are read and billed each month. Customers have 18 days to pay their utility bill and are responsible for the timely payment of the account. All payments are posted the day they are received. Postmarks are not recognized. If the utility bill is not paid by the due date, a penalty of 10% of the current bill is applied to the account and a late notice will be sent. Utility service will be disconnected if payment is not received in the Utility Office in full by the date printed on the late notice.

Calendar Year 2012
The City of Rockwall purchases natural gas from Atmos Energy.  In Calendar Year 2012, the City purchased a total of 1,068 thousand cubic feet (MCF) of natural gas.

The City purchases electricity from Direct Energy and Farmer’s Electric Cooperative.  In calendar year 2012, the City purchased a total of 8,040,683 kilowatt hours.

The City purchases water from the City of Rockwall.  In calendar year 2012, the City purchased a total of 53,036,600 gallons of water.

The total cost of natural gas, electricity and water purchased by the City in the calendar year 2012 is $1,397,264.00.
