Municipal Energy Usage for
Calendar Year 2019

The City of Rockwall purchases natural gas from Atmos Energy. In Calendar Year 2019, the City purchased a total of 19,708 thousand cubic feet (MCF) of natural gas.

The City purchases electricity from GEXA Energy and Farmers Electric Cooperative. In calendar year 2019, the City purchased a total of 9,348,697 kilowatt hours.

The City purchases water from the City of Rockwall and Mt. Zion Water Supply Corporation. In calendar year 2019, the City purchased a total of 8,445,640 gallons of water.

The total cost of natural gas, electricity, and water purchased by the City in the calendar year 2019 is $1,185,894.30.

Temporary Changes Coming for Bulk Trash Service in Rockwall
March 27, 2020 – With schools and businesses temporarily shutting down amid the coronavirus threat, and more people staying at home, Rockwall residents have begun to generate more garbage to be picked up each week. In fact, Republic Services reports a 30% increase inthe volume of regular trash being picked up on a weekly basis. For that reason, the company has shifted the role of some drivers from brush pick up to help accommodate the increase in volume, and is now temporarily limiting the amount of bulk trash and brush each residence can put out for pick up. Volume, until further notice, is limited to 54 cubic feet, which is demonstrated by the picture below.

Leaves, grass clippings, and other yard waste must be placed at the front curb for collection with bulk trash and brush. Republic also asks that residents use trash bags for residential garbage for the safety of their workers. Bulk trash and brush collections will occur on Wednesdays of your zone’s designated week. Republic will resume the previous schedule and volume for bulk trash and brush pick up as soon as possible. Please check your schedule for your next bulk service:

Household Hazardous Waste
The City of Rockwall has partnered with a new local company to provide service for household hazardous materials, and the system is expected to be more convenient for residents than the previous once-a-year method. City of Rockwall residents can call and schedule a porch pickup of hazardous materials—at their own home. The same types of items can be disposed as before. Pickup will be scheduled each Wednesday on a first come first served basis. And once the weekly spots are filled, the resident will be scheduled for the following Wednesday. New Service
As a new water customer you are required to pay a deposit of $75.00 for domestic residential water service and $100.00 for commercial and all irrigation meters. You will need to come in and complete your application and pay the deposit to have your service started. In addition to the application, we need a copy of your driver’s license. Letters of credit or payment history are not accepted in lieu of a deposit. You may download and print a copy of the application to bring with you. 2020 Republic Waste Holiday Collection Schedule
The City’s garbage and recycling provider will observe the following holidays in 2020:

Thanksgiving Day – Thursday, November 24th Collections normally scheduled on Thursday will be picked up on Friday. Customers with normal collection on Friday will be moved to Saturday.
Christmas Day – Friday, December 25th Republic does not collect in Rockwall on Wednesday, so the regular collection schedule will not be affected. Bulk Collection will also be performed on Saturday, December 28th.
New Year’s Day – Friday, January 1, 2021 Republic does not collect in Rockwall on Wednesday, so the regular collection schedule will not be affected. Bulk Collection will also be performed on Saturday, January 4th.

Rockwall Urges Caution with Third-Party Bill Payment Website Doxo.com
Rockwall, Texas – January 10, 2019 – The City of Rockwall has offered a service for many years for residents to streamline payments of their utility bills online. It’s convenient, safe and it’s free. But there is another system that appears to be affiliated with the City of Rockwall, that offers to facilitate utility bill payment—and many residents have had problems with the service—so the City is urging caution when using Doxo.com.

In actuality, Doxo.com is a third-party site that enables people to pay their utility bills, but unlike the City of Rockwall’s service, Doxo.com charges a fee, sends a check through the mail and cannot guarantee the bills will post on time—which can result in late fees or disconnection of service on the resident’s City account. The City has no way of knowing the payment has been made until the check arrives in the mail.

The best option for residents is to visit: Rockwall.com/utilitybilling.asp and click “Pay Your Bill Online.” If you have additional questions, please feel free to call the Utility Billing Department directly at (972) 771-7736.

Utility payments can be made in person, drop box, drive up tube, bank draft and mail. We are located on the first floor of City Hall at 385 S. Goliad Street, the drop box and drive up tube are at the north end of the City Hall parking lot.

There is a $25.00 fee for checks returned by your bank. Checks, which are written to pay a two month water bill, but are returned, result in automatic termination of your water service and additional service fees must be paid by cash, money order or cashier's check.

Water meters are read and billed each month. Customers have 18 days to pay their utility bill and are responsible for the timely payment of the account. All payments are posted the day they are received. Postmarks are not recognized. If the utility bill is not paid by the due date, a penalty of 10% of the current bill is applied to the account and a late notice will be sent. Utility service will be disconnected if payment is not received in the Utility Office in full by the date printed on the late notice.

Polycarts Available
Residents are reminded that the City offers an optional automated garbage and recycling collection program using a 90-gallon polycart container for either garbage or recycling. The cart rental is an additional $4.40 a month for trash pick-up.
